Proposed bill planned on 25-cent plastic bag tax

Timm Herdt, Sacramento Bureau Chief for the Ventura County Star has reported that a group of democrats spearheaded by Assemblywoman Julia Brownley (D-Santa Monica), whose district also includes Port Huneme and Oxnard, is proposing a bill that would put a 25-cent fee on plastic bags issued by supermarkets.  Revenues gained from the tax would be use to fund State recycling programs and pay for litter cleanup.

Do you think this will incentivize the use of reusable bags when going to the grocery store or is 25 cents too high of a tax rate?
